Case 3 Lithuania

lithWP4 (MRU) Lithuania: Energy independence is one of Lithuania’s top strategic objectives. However, because the country lacks basic energy resources, the emphasis is on the development of renewable energy, including wind energy. Lithuanians generally support the concept of a green transition, but they are resistant to policy implementation, such as the installation of wind farms. Wind farms cannot be located closer than 440 meters from residing buildings unless permitted by the Public Health Impact Assessment Report. The developer must complete an environmental impact assessment before constructing a wind farm. Nevertheless, communities frequently learn about proposed wind farms from the media and are not appropriately consulted. As a result, community members often oppose the construction of wind farms in their area. However, it appears that the opinions of local populations are not always valued by the authorities. This WP focuses on how local communities express their concerns against wind farm development in Širvintos, Molėtai, and Pagėgiai and attempt to influence its development. WP4 will conduct a historiographical study of green initiatives and account for the actions of local communities. We will study the public, political, and legal discourse for public consultations connected to wind farm development and implementation. WP4 will also ethnographically follow grassroots engagement with and tensions arising in response to green transition programs, notably those involving wind farm development. Finally, we will engage with local communities in developing inclusive green practices.
